It's quite easy to do tht. You just need some different cloud pencils (you can do your own easily with a photo in B/w or download from internet).
First you paint the darker zones wit a dark but not excesively darkened tone of the sky and them you higligh some zones in white to give some volume. The smudge tool is also very useful :)
